I would doubt there going to grant any promotions without an RTO mandate regardless of what effective date they may have given. The purpose of the effective date could be to draw those that will likely never RTO out so they can compile a list of who they need to start replacing. You can try for an immediate promotion but you'll be exposing yourself, its a risk....I am strongly considering calling my manager tomorrow and asking to be considered for an immediate promotion before the mandate goes into effect so that at least I will be on the left side of the job pay scale so that I will have a few years before I worry about maxing out my pay band...
Start reviewing your future career plans and aspirations. If the company has grown a lot since you started this is just a sign of increasing bureaucracy and managerial interference, its a taste of what is to come.
