Same experience here.
One other observation: our COBRA administrator acts like they do not want us as a customer.
Everything in the registration process failed at every step and we were in the terrible position of being middleman between three parties (employer, Cobra administrator and health insurer) none of whom agreed on what any other party should do or had done.
Our COBRA administrator could not bill us until they received an eligibility notice from the employer so this may frustrate your effort to be proactive with the administrator.
