I wanted to provide an update to this, but maybe this might help other down the road when looking at a similar "moderate flood risk" rating.
In the end, we didn't make an offer. Seller apparently accepted an offer while we were touring the place. Based on geography, the place did not appear to be susceptible to water intrusion (dry basement), all this despite not having a sump.
A mile away was another property we looked at. This one has a rating of 1 out of 10 despite being at the bottom of a hill. The property has two sump pumps working, and there was signs of pooling water in the front and back yards. I had more concerns about the latter than I did with the former with its 3 out of 10 rating.
