I don't have any direct experience with Consumer Cellular, but I had lots of issues with my MNVO and the national AT&T outage yesterday.
Consumer Cellular is an MNVO that can use the T-Moble or AT&T network. What Network is your actual cell number registered on? It could be related to some lingering effects of the AT&T outage.
