M1 no longer uses Apex. I actually liked it better when they did. Now that they do their own clearing, you have to email them for access to your cost basis and they may not even give it to you. It's even worse than what they had before. That is why I left M1.M1 uses apex clearing, so apex has all you cost basis and 1099’s. Not a fan for taxable accounts.
Fidelity has baskets, which operate the same. You can do smart buys to top up your under target holdings. You have to use the web to setup your basket and recurring transfers if the market is closed. Also you need the web to setup recurring buys into an Ira basket from your brokerage or cma core mm position. Not sure why but the mobile app only gives you the option to fund with an external bank. It’s $60/year though. I tried it and went back to manual recurring buy. I may pay it though, for the smart buys, rebalancing, and easy edits. One click buying. Add more baskets at any time.
