Personal Investor Clients can consult with an advisor to discuss certain investing preferences they may have. For example, an active versus passive tilt, or limits on certain sub-asset allocation percentages, among other preferences.
Specifically, Personal Investor Clients can request:
• A variance in the percentages of your equity allocation invested in domestic versus international funds (subject to our allowable variance ranges).
This is spot on. PAS clients can get exceptions—I have a relative who asked for an exception to be 100% stock, for example. To my mind, if you have to ask for an exception, you’ve proven that you ought to fire the advisor and save the fees, but you sound otherwise happy so just ask.
Also I think Vanguard recommends 40% of your stock allocation be international, so disallowing 50% seems like a very narrow lane of “allowed” allocations. Or did you mean 50% of your portfolio including bonds?
