Oddly, PSE&G's payment screen says the Routing Number is for an institution named: OAK HILLS S&L COI can confirm PSE&G does not currently accept Vanguard Cash Plus routing/account number.
According to this site, that institution has been inactive since 1999. I think that is a hint of what is going on. Some payment processors do not have updated Routing number databases.

Oak Hills was acquired by The Provident Bank in 1999 which in turn was acquired by National City Bank in 2005, which in turn was acquired by PNC in 2009.
That is a little history walk through Ohio banks.
My guess, the databases have information that has not been updated to show the active use of the Routing Number by PNC.
